Proclamation on Recognizing The Sovereignty Of The Kingdom Of Morocco Over The Western Sahara

The United States, as stated by previous governments, reaffirms its support for Morocco’s proposal for autonomy as the only basis for a just and lasting solution to the dispute over the territory of Western Sahara.

Therefore, as of today, the United States recognizes Moroccan sovereignty over the entire territory of Western Sahara and reaffirms its support for Morocco’s serious, credible and realistic autonomy proposal as the only basis for a just and lasting solution to the dispute over the territory of Western Sahara. The United States believes that an independent Saharan state is not a realistic option to resolve the conflict and that genuine autonomy under Moroccan sovereignty is the only possible solution.

We urge the parties to enter into talks without delay and to use Morocco’s plan of autonomy as the only framework for reaching a mutually acceptable solution.

To facilitate progress towards this goal, the United States will encourage economic and social development with Morocco, including in the territory of Western Sahara, by opening a consulate to this end in the territory of Western Sahara, in Dakhla, promoting economic and business opportunities for the region. NOW THIS IS WHY I, DONALD J. TRUMP, President of the United States of America, by virtue of the aut

hority conferred on me by the Constitution and the laws of the United States, declare that the United States recognizes that the entire territory of Western Sahara is part of the Kingdom of Morocco. IN WITNESS WHEREOF I have laid my hand here on the fourth of December in the year of our Lord two thousand and twenty, and of the independence of the United States of America on the two hundred and forty-fifth.
